If your fence isn't providing adequate voltage, try pouring 15 gallons of water around the grounding rod, and then cover it with mulch. In very dry areas, secure heavy-duty hardware cloth to the ground around the outside perimeter of the fence and connect it to the ground rod. The hardware cloth will provide a good ground during dry weather.
